in order to “\u003Ci\u003Egather crucial information on pet ownership and the attitudes and experiences of owners\u003C\/i\u003E”. \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003EUnder the guise of improving animal welfare, \u003Cb\u003E\u003Ci\u003EAnimal Welfare Victoria\u003C\/i\u003E\u003C\/b\u003E (AWV) subsequently launched the Pet Census on the 3rd of July 2023. \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003EHere’s what \u003Cb\u003E\u003Ci\u003EAnimal Care Australia\u003C\/i\u003E\u003C\/b\u003E knows about how the census became a reality:\u003C\/span\u003E\u003Cbr \/\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cspan style=\"font-family: georgia;\"\u003EThe amount of $600k was allocated by the Victorian government to fund the census.\u003C\/span\u003E\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003C\/span\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cspan style=\"font-family: georgia;\"\u003EThe census was brought about by the parliament agreeing to implement a \u003Ci\u003EVeticare\u003C\/i\u003E program. \u003Ci\u003EVeticare\u003C\/i\u003E was proposed and championed by the \u003Cb\u003E\u003Ci\u003EAnimal Justice Party\u003C\/i\u003E\u003C\/b\u003E. \u003C\/span\u003E\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003C\/span\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-family: georgia;\"\u003EAWV engaged a third-party consultancy company to establish, launch, and collate the census data.\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003C\/span\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-family: georgia;\"\u003EAWV was revealed to have held its own meetings with enforcement stakeholders and some local council representatives separate to other stakeholders in order to draft the questions within the census.\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003C\/span\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cspan style=\"font-family: georgia;\"\u003E\u003Cb\u003E\u003Ci\u003EAnimal Care Australia\u003C\/i\u003E\u003C\/b\u003E was invited to attend one of several consultations. Within that consultation other stakeholders included, local council representatives, the \u003Ci\u003E\u003Cb\u003EPet Industry Association of Australia\u003C\/b\u003E\u003C\/i\u003E, rehoming representatives and \u003Cb\u003E\u003Ci\u003ERSPCA Victoria\u003C\/i\u003E\u003C\/b\u003E. \u003C\/span\u003E\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003C\/span\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cul style=\"text-align: left;\"\u003E\u003Cli\u003E\u003Cspan style=\"font-size: large;\"\u003E\u003Cspan style=\"font-family: georgia;\"\u003EVia the consultancy company, AWV provided a draft of the census to stakeholders who were asked for their feedback. \u003C\/span\u003E\u003C\/span\u003E\u003C\/li\u003E\u003C\/ul\u003E\u003Cspan style=\"font-family: georgia;\"\u003EConcerns raised by stakeholders (including \u003Cb\u003EAnimal Care Australia\u003C\/b\u003E) regarding the intent and outcomes of the census’ received the same response, “that will be dealt with later in the next stage” from AWV representatives. \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003EOf particular concern was \u003Cb\u003Ehow the data would be collected\u003C\/b\u003E, and \u003Cb\u003Ehow data sets might be combined\u003C\/b\u003E in order for local councils or other enforcements agencies to utilise that data to advance their own agendas. \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003EAWV representatives categorically stated the data and data sets would not be able to be linked in order to be used against residents or for the purpose of enforcement. Think about that! \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003E\u003Cb\u003ELocal councils each have their own animal number restrictions\u003C\/b\u003E (via Domestic Animal Management Plans) in addition to Planning Law restrictions that they are now also enforcing. \u003C\/span\u003E\u003Cbr \/\u003E\u003Cbr \/\u003E\u003Cspan style=\"font-family: georgia;\"\u003EThose restrictions are placed on land less than 20 acres, used to keep, breed, board, or train animals, including livestock, and birds; and stipulate a restriction of up to 5 animals being permitted on land without planning permits that require a change of land use.
